On 14 May 2025, Police Colonel David Martinez Vinluan (PNP), the Executive Director of the ASEANAPOL Secretariat, paid a solo courtesy call on Consul General Marford M. Angeles at the Philippine Consulate General in Al Qusais, Dubai. He was received warmly by the Consulate’s leadership team, including Vice Consul Aleah Marie B. Gica, Vice Consul Jim Jimeno, and Vice Consul Paola Belle B. Ebora.
As a matter of protocol and patriotic duty, Filipino government officials traveling abroad in an official capacity are encouraged to pay courtesy visits to Philippine foreign service posts. These visits reaffirm national solidarity and strengthen institutional linkages between Philippine agencies and diplomatic missions abroad. Such engagements serve as a platform for collaboration, alignment of objectives, and promotion of the Philippines' contributions to regional and global governance.
During the meeting, Executive Director Vinluan provided an overview of the ASEANAPOL Secretariat’s strategic priorities and key milestones under his leadership. As the first Filipino to be appointed as Executive Director since the Secretariat’s establishment in 1981, he highlighted the Philippines’ pivotal role in promoting effective regional police-to-police cooperation, proactive law enforcement responses, and principled multilateralism.
He also cited ASEANAPOL’s recent efforts in disaster preparedness, countering transnational crime, and digital-era policing, while emphasizing the importance of Member Country solidarity in times of crisis. He noted how the Secretariat stands ready to coordinate swift, collective action when needed and thanked the Consulate for its support in promoting Philippine presence in international and regional platforms.
Executive Director Vinluan formally requested the continued backing of the Consulate in advocating for ASEANAPOL’s meaningful engagement in ASEAN-led dialogues and mechanisms on transnational crime, such as SOMTC and AMMTC. He stressed that ASEANAPOL plays a vital operational role in complementing the political and strategic efforts of ASEAN and its Member States.
In conclusion, Executive Director Vinluan reaffirmed his dedication to serve not only the ASEANAPOL community but also to uphold the honor and integrity of the Philippines. He emphasized that regional security and law enforcement success stem from trust, cooperation, and unity—values that ASEANAPOL continues to champion through its Secretariat based in Kuala Lumpur.
The visit concluded with mutual expressions of support, patriotism, and pride in the global service of Filipinos across diverse fields, especially in multilateral policing and regional security.
