1. INTRODUCTION

1.1. The ASEANAPOL Flag is a symbol of the organisation of the ASEAN Chiefs of National Police (ASEANAPOL) on the regional cooperation in the prevention and combating transnational crime.

1.2. The ASEANAPOL Flag represents a firmed, determined, honest and protected ASEAN National Police organisation denoted by the colours of the flag which are black, white, blue, yellow and brown. The black represents firm determination, yellow for honesty, blue represents peace and stability while white depicts purity and brown symbolises prosperity. 

1.3. The spray of rice and cotton represent prosperity, friendship and solidarity of the ASEAN National Police.

1.4. The shield represents community protection.

1.5. The three steps on the top of pillars symbolises the police motto on the fight against crime, love of humanity and helping of delinquents while the ten steps at the  bottom of pillar  represent the ten ASEAN countries.

1.6. The design and specifications of the ASEANAPOL Flag is as Annex A.

1.7. The ASEANAPOL Flag comes in three (3) versions namely the Outdoor, Indoor and Table Flag. The colour and design specifications are the same for all versions but the specifications for measurement and material differs (as per Annex B, C & D).

2. DIGNITY OF THE ASEANAPOL FLAG

2.1. The ASEANAPOL Flag shall be treated with respect and shall not be subjected to any indignity.

2.2. When the ASEANAPOL Flag has become worn or torn or frayed, it shall not be displayed, and shall be properly disposed off.

3. USE OF THE ASEANAPOL FLAG 

3.1. The display of the ASEANAPOL Flag shall be in accordance with national laws and regulations of the respective countries and the  provisions under these guidelines.

3.2. The ASEANAPOL member countries shall use the ASEANAPOL Flag in the manner specified under these guidelines which include the     following advice:

3.2.1. The ASEANAPOL Flag shall be displayed at any ASEANAPOL  conference, meeting and course when organised under the auspices of ASEANAPOL and at ASEANAPOL Secretariat.

3.2.2. The Dialogue Partners’ Flags may be displayed alongside with the ASEANAPOL Flag at any ASEANAPOL Conference, meeting and course whenever the ASEANAPOL Dialogue Partner (s) is/are present.

3.2.3. Dialogue Partners when organising any event in collaboration with ASEANAPOL may display the ASEANAPOL Flag alongside with their national flags and other member countries’ flags.


3.3.   International organisations and non-ASEANAPOL member countries which extend invitation to ASEANAPOL Secretariat to participate as observer in any of their events may display the ASEANAPOL Flag.

3.4. Flying of ASEANAPOL Flag half-mast

3.4.1. During mourning period, upon the demise of a Head of State or  Government of a Member State, the ASEANAPOL Flag will be flown at half-mast at the ASEANAPOL Secretariat building. The          ASEANAPOL Flag may also be flown at half-mast in special circumstances, including natural calamities in ASEANAPOL  member countries upon the approval of all ASEANAPOL   member countries.

3.4.2. Member countries will decide if the ASEANAPOL Flag should be  flown at half-mast in their respective countries as well as the period of mourning.

4. POSITIONING OF ASEANAPOL FLAG

4.1. OUTDOOR - POLE FLAG

4.1.1. The position of ASEANAPOL Flag when placed with member countries’ flags.

The ASEANAPOL Flag shall be displayed together in a single row with the flags of ASEANAPOL member countries in alphabetical order, starting from Brunei Darussalam on the extreme left and with the ASEANAPOL Flag always on the extreme right after the national flag of Vietnam, in the manner as per Annex E.


4.1.2. The position of ASEANAPOL Flag when placed with member  countries’ and Dialogue Partners’ Flags.

The ASEANAPOL Flag shall be displayed together in a single row with the flags of ASEANAPOL member countries in alphabetical order, starting from Brunei Darussalam on the extreme left and with the ASEANAPOL Flag always on the extreme right after the national flag of Vietnam followed by Dialogue Partners’ Flags and Flags of International Organisations respectively in alphabetical order, in the manner as per Annex F.

4.2     INDOOR

4.2.1. Pole Flag 
 
4.2.1.1. The position of ASEANAPOL Flag when placed with member countries’ flags in a single row.

The ASEANAPOL Flag shall be displayed together with the flags of ASEANAPOL member countries in alphabetical order starting from Brunei Darussalam on the extreme left and ASEANAPOL Flag on the extreme right after the national flag of Vietnam as per Annex G.

4.2.1.2. The position of ASEANAPOL Flag when placed with member countries’ flags in two flanks.

The ASEANAPOL Flag shall be displayed together with the flags of ASEANAPOL member countries in alphabetical order on the left and right flanks starting from Brunei Darussalam to Malaysia on the left flank and continued with Myanmar and  ended with ASEANAPOL Flag on the right flank, in the manner as per Annex H.

4.2.1.3. There are no Dialogue Partners’ Pole Flags to be placed indoors.

4.2.2.   Table Flag
                 
The ASEANAPOL Table Flag shall be placed on the left side of the name plaque of ASEANAPOL Secretariat, in the manner as per Annex I. The Table Flags of the other non-ASEANAPOL member countries and/or International Organisation(s) shall  follow the same manner.


5. APPROVAL OF THE DESIGN AND GUIDELINES OF THE ASEANAPOL FLAG

The Design and Guidelines are to be approved by the Heads of Delegation Discussion Forum at the ASEANAPOL Conference.

Any member country may propose amendments to the Guidelines, which shall then be submitted to the Heads of Delegation Discussion Forum for its consideration and agreed upon by consensus. The agreed amendments shall be submitted to the ASEANAPOL Conference for adoption, and shall thereafter come into immediate effect.


6. ENTRY INTO FORCE

This Guidelines shall take effect upon approval at the ASEANAPOL Conference.
