On May 2, 2024, the ASEANAPOL Secretariat delegation, led by Executive Director David Martinez Vinluan, paid a courtesy call to the Royal Malaysia Police Director of Narcotics at Bukit Aman in Kuala Lumpur. The delegation was greeted by CP Dato’ Khaw Kok Chin, Director of the Narcotic Crimes Investigation Department, accompanied by DCP Datuk
Zainudin Bin Ahmad, Deputy Director of Operation, and SAC Mohd Rozi Bin Jidin, Deputy Director of International Affairs. ASEANAPOL representatives included Assistant Commissioner of Police Dr. Bakri Zainal Abidin, Police Superintendent Azrul Hisham Mohd Shaffei, as Head of Administrative and Technical Staff of the ASEANAPOL Secretariat, Assistant Superintendent of Police Engku Nurul Aini Engku Malik, and Assistant Superintendent of Police Nithia Perumal. The ASEANAPOL Secretariat delegation was warmly welcomed by the Honourable Director of the Narcotic Crimes Investigation Department of RMP.
This courtesy visit aligns with the instructions of Tan Sri Razarudin bin Husain, Inspector General of the Royal Malaysia Police, issued on January 10, 2024. He directed the ASEANAPOL Secretariat to meet with relevant RMP offices on a monthly basis to discuss strategies to combat transnational organized crimes.
During the discussions, Executive Director David Martinez Vinluan provided a comprehensive overview of ASEANAPOL’s operations, emphasizing its role in fostering cooperation among ASEAN member countries' police organizations through capacity-building training programs. ASEANAPOL serves as a platform for police cooperation among the member countries of the Association of Southeast Asian Nations (ASEAN). With a mission to enhance regional police cooperation and collaboration, ASEANAPOL addresses transnational crime, maintains peace and security, and promotes the rule of law within the ASEAN region. Envisioning a safe and secure ASEAN community, ASEANAPOL emphasizes close collaboration among law enforcement agencies, utilizing shared resources, information, and expertise to effectively combat crime and uphold justice. Its core areas of focus include combating transnational crimes such as drug trafficking, human trafficking, terrorism, cybercrime, and organized crime through cooperation and information sharing among member countries' police forces.
The dialogue also explored potential areas for future collaboration, focusing on joint training programs, information sharing, and the development of technology-driven solutions to enhance law enforcement capabilities across the region. Both parties concluded the meeting by reaffirming their commitment to deepen their partnership, agreeing to maintain open lines of communication and to schedule follow-up meetings to monitor the progress of these initiatives.
Furthermore, the ASEANAPOL Secretariat stands ready to serve as a coordination and communication mechanism for all programs and projects that your office may undertake to enhance the capabilities of member countries' police organizations in effectively combating the emerging threats of transnational organized crimes. Our collective successes will not only contribute to stable peace and security in the region but will also have a positive impact globally.
