Dr. Vijay Sakhuja, the Director School of Maritime, Coastal Security and Law, from Rashtriya Raksha University (RRU) India, had a courtesy call to the ASEANAPOL Secretariat (AS) in Kuala Lumpur on 23rd August 2022. His visit was generously welcomed by the Executive Director of ASEANAPOL Secretariat, Pol. Brig. Gen. Zaw Lin Tun accompanied by Police Senior Superintendent Joni Getamala, as Director for Police Services, Police Superintendent Tang Yik Tung as Director for Plans and Programmes, Supt. Azrul Hisham bin Mohd Shaffei, Head of Administrative and Technical Staffs, and fellow officers.

            Dr. Vijay Sakhuja’s visit to AS was in response to the meeting between RRU and AS that was held virtually on 29th March 2022, where the discussion touches on courses relevant to Police organizations that are available from a wide range of security to laboratory forensic investigation. The discussion also includes RRU in providing a 2 weeks capacity building training courses tailored to the ASEANAPOL Member Countries (AMCs).

During the meeting, Dr. Vijay Sakhuja shared briefly the respective roles and functions of the RRU as an Institution of National Importance-pioneering university in the field of national security and policing, established by the Parliament of India, under the Ministry of Home Affairs, government of India. Dr. Vijay also shared a brief video presentation about RRU.

In the course of the discussion, Dr. Vijay Sakhuja showed multifarious cooperation and interest to work with ASEANAPOL. Dr. Vijay agreed in principle to provide training courses in particular Cyber Crime investigation for senior police officers from AMCs and will further notified AS in regards of the logistics management to conduct such training.

In regards to signing MoU, The Executive Director of ASEANAPOL Secretariat stated that the Secretariat is open to working closely with RRU in order to develop and provide other resources and promised to proceed signing MoU as soon as possible in its capacity.  

Furthermore, the Secretariat suggested kick-off initial cooperation with training programme before MoU signed, and request to provide more information in details on training including subject matters and logistic arrangement that will be needed for consideration of AMCs to tailor with their requirement.

In light of crime areas in seeking opportunities to further cooperation, the Secretariat shared its mandates and core crime areas and look forward to work in capacity building for forensic science investigation. In addition, Executive Director shared the concept on crime threats assessment in the region, in doing so, RRU’s support is the vital role in research and study.

The both sides agreed to strengthen working relationship and the meeting ended at 12.40 pm with a fruitful outcome and ED appreciates RRU in showing their interest in collaboration with ASEANAPOL Secretariat.
