Incheon, Republic of Korea | 22 October 2026
Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, moderated Session 2, “Responding to Scam Crime through Anti-Scam Centres,” and presented ASEANAPOL’s regional initiatives at the 1st Annual Forum of the International Investigative Cooperation Alliance (IICA), hosted by the Korean National Police Agency (KNPA).
The session brought together ASEANAPOL, UNODC, KNPA, the Singapore Police Force (SPF), and INTERPOL to share operational perspectives on combating transnational scam crime.
UNODC highlighted the spread of scam networks across Southeast Asia and beyond, stressing the importance of international cooperation. SPF emphasised the role of Anti-Scam Centres in rapidly freezing and recovering victims’ funds. KNPA underscored the need for multi-agency coordination through dedicated Anti-Scam Centres, while INTERPOL stressed cross-border information sharing and the importance of establishing such centres in affected countries.
Representing ASEANAPOL, the Executive Director introduced the 6P Framework — Policy, People, Platform, Procedure, Partners and Progress — and highlighted three regional initiatives: ASCOT, the ASEANAPOL Scam Combat Task Force; Study Visits to Anti-Scam Centres in Thailand, Malaysia and Singapore; and eADSAI, the Electronic ASEANAPOL Database System with Artificial Intelligence, being developed to strengthen regional information sharing and operational coordination.
The discussion reinforced a common message: effective action against scam crime requires strong national coordination, rapid intervention, and timely international cooperation.
The ASEANAPOL Secretariat extends its appreciation to KNPA and all participating organisations for their valuable contributions.
