ASEANAPOL Advances 6P Ecosystem Approach to Counter Scams

Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, participated in the Roundtable Discussion on the State of Scams in Thailand, organized by the Global Anti-Scam Alliance (GASA), together with representatives from key Thai government agencies and relevant sectors, including law enforcement, banking and telecommunications.
During the Roundtable, findings on the current scam situation in Thailand were presented, highlighting that a significant number of people continue to be affected by scams, with some victims being repeatedly targeted.
The discussion emphasized that scams are no longer isolated criminal incidents, but part of a broader criminal ecosystem involving organized criminal networks, digital platforms, financial channels, telecommunications, technology and cross-border activities.
Against this background, the Executive Director shared ASEANAPOL’s view that an ecosystem of crime requires an ecosystem of response, and presented the ASEANAPOL 6P Framework as an integrated approach to combating scams across the region:
- Policy — Strengthening national mechanisms, including the establishment and development of National Anti-Scam Centres, to provide clear policy direction and coordinated national responses.
- People — Connecting specialized law enforcement officers through the ASEANAPOL Scam Combat Task Force (ASCOT) to strengthen direct operational cooperation among ASEANAPOL Member Countries.
- Platform — Utilizing shared regional mechanisms, particularly the Electronic ASEANAPOL Database System (eADS), to facilitate information sharing, requests for cooperation and regional connectivity.
- Procedure — Developing practical Standard Operating Procedures (SOPs) for timely and effective information sharing and cross-border coordination.
- Partners — Bringing together law enforcement, government agencies, financial institutions, telecommunications and technology sectors, international organizations and other relevant partners to address scams collectively.
- Progress — Measuring tangible results and continuously improving regional mechanisms based on operational outcomes, emerging threats and lessons learned.
The 6P Framework received positive feedback from participants, reflecting a common understanding that no single agency, sector or country can effectively address the scam ecosystem alone.
ASEANAPOL therefore seeks to connect national efforts with regional cooperation — bringing together Policy, People, Platform, Procedure and Partners to deliver measurable Progress in the collective fight against scams.
