ASEANAPOL Highlights “6P” Action Mechanism Against Online Scams at UN Crime Congress

Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, joined the panel “No Victim Without a Name, No Crime Without a Chase: Confronting Online Scams in the Age of AI” at the UN Crime Congress in Abu Dhabi.
The panel brought together senior representatives and experts from the UAE Ministry of Interior, United Nations Office on Drugs and Crime (UNODC), ASEANAPOL Secretariat, Geneva Centre for Security Sector Governance (DCAF), Rabdan Academy, Australian Federal Police (AFP), and Singapore Police Force (SPF) to exchange perspectives on combating online scams and the challenges posed by AI.
Speaking from ASEANAPOL’s regional perspective, Dr. Kong stressed that the challenge is no longer simply understanding the problem, but turning decisions into action and action into measurable results.
“We already know the problem. Every meeting produces many decisions. The real question is: what do we actually do about them? We are not here for ‘No Action, Talk Only’ — what some jokingly call NATO. That is not ASEANAPOL. Just do it.”
He presented ASEANAPOL’s 6P mechanism as a practical framework for implementation:
- Policy – Set up Anti-Scam Centres
- People – Set up the ASEANAPOL Scam Combat Task Force (ASCOT)
- Platform – Set up the eADS Platform
- Procedure – Set up an effective information-exchange network
- Partners – Set up alliances with regional and international partners
- Progress – Set up measurement to ensure tangible results
The 6P approach reflects ASEANAPOL’s direction to move from meetings to action, from information to operations, and from activities to measurable results.
