THE 5th ASEANAPOL CONTACT PERSONS MEETING, SWISS GARDEN, KUALA LUMPUR 29th SEPT - 03rd OCT 14

The 5th ASEANAPOL Contact Persons Meeting was held at The Swiss Garden Hotel in Kuala Lumpur, on 29 September - 3 October 2014 hosted by ASEANAPOL Secretariat, this meeting was attend by 10 ASEANAPOL Member Countries and ASEANAPOL Dialogue Partner which are Interpol, Russia Federation, China, Korea, Australia and New Zealand and also Turkey as Observer.

The meeting was conducted with the opening speech by the Executive Director of ASEANAPOL Secretariat and followed by presentation from the following:

  1. Director for Police Services on The Importance, significance and the shifts towards better data  management  of e-ADS, 1st Working Group on Forensic Institute for ASEAN Police, Wildlife Crime, ASEANAPOL Social - Media Platform, ASEANAPOL Bulletin and Corporate Video.
  2. Presentation by Director for Plans and Programmes on 4th quarterly programmes & activities, programmes and activities for year 2015, budget for fy 2015, financial contribution for year 2015, terms of office incoming directors, which has been endorsed in ASEANAPOL Conference that Superintendent Yuli Cahyanti from the Indonesian National Police as the Director for Plans and Programmes for year 2015-2016, The COnference also endorsed the extension of the tenure of the current Director for Police Services, ACP Mohamad Anil Shah Bin Abdullah until 31st December 2015.
  3. Presentation from each member country regarding follow up of 34th ASEANAPOL Conference Joint Communique.
  4. presentation from Dialogue Partner and Observer on Capacity Building and Training.
  5. Presentation by International Committee of Red Cross (ICRC)
  6. Presentation / Demonstration on Modern Tools In Policing by TASER Company.
The meeting have obtained fruitful discussion and have an agreement on the  following issues:
  1. REQUEST BY UNITED KINGDOM FOR OBSERVER STATUS
  • Principally, via  consensus ASEANAPOL accepts UK's observer status. As per TOR's Para 7 of Article 5, this consensus will be circulated to all ASEAN Chiefs of Police and reported at the EXCO Meeting at the ASEANAPOL Conference.
  2.  ACCPCM - MANDATE FROM THE RESPECTIVE GOVERNMENT

  • Member countries are to consult with all their respective agencies and then give their feedback to the Secretariat at least two months before the conference after which the Secretariat will prepare the document for endorsement.
  3.  ASEANAPOL LIBRARY AND e-LIBRARY

  • A concept paper will be prepared with regards to the need for electronic and physical library taking into account the cost factor, the availability of the space.
  4.  GUIDELINES AND APPOINTMENT OF DESIGNATED CONTACT PERSONS

  • The Secretariat will circulate the amended guideline and seek the Contact Person to relay this to the Chief of Police for approval.
  5.  CLASSIFICATION OF JOINT COMMUNIQUE / PUBLICATION ON WEBSITE

  6.  2015 BUDGET
  • Member countries to remit their financial contribution as soon as possible.
  7.  PARA 14 OF JOINT COMMUNIQUE

  • All member countries agrees to the proposal to amend Para 14 and it is to be rephrase at the next ASEANAPOL Conference in Indonesia.
  8.  ABBREVIATION OF ASEANAPOL
 
  • All member countries are requested to reserach into the actual meaning of ASEANAPOL and send feedback to the Secretariat for collation within 1 month. The Secretariat will prepare a report on this topic to be table at the EXCO Meeting at the 35th ASEANAPOL Conference in Indonesia.
  9.  GUIDELINES FOR ACCEPTING GIFTS, BEQUESTS, SUBSIDIES, GRANTS AND        OTHER RESOURCES.

  • All member countries agreed to let ASEANAPOL Secretariat to look into INTERPOL'S Guidelines in receiving bequests and to circulate to all member countries within 2 weeks after the 5th ACPM.
Conclusion.

The meeting concluded with the Chairman extending his appreciation to the delegates for their support and fruitful deliberations  throughout the Meeting and all the delegates expressed their sincere gratitude to the ASEANAPOL Secretariat for their warm hospitality accorded to the delegates.
